Да, 1S имеется ввиду один аккумулятор, что и сказано в описании "Модуль для создания PowerBank для одного Li-Ion аккумулятора 1S (3.6 В) с ЖК дисплеем." .
Параллельно включать можно, он все равно будет восприниматься как аккумулятор большей емкости. Соеденять параллельно можно сколько угодно много, просто заряжаться будет пропорционально дольше.
